Read and publish Rules

Members and officers can read the permitted current document. Authorised leaders and superiors can publish a new version:

1. Open Clan → Rules.
2. Edit the Markdown source.
3. Preview headings, lists, links, and wording.
4. Publish the new version.
5. Review visibility and translation settings.
6. Open the member-facing version to verify it.

Rules explains policy to people. Put values that Runekist must calculate in Scoring → Configure scoring as well.
